  Metropolitan Route 28 (MR28) is assigned to the entire length of the Wantirna – Sassafras Road, more commonly known by its local name, Mountain Highway. MR28 was introduced in 1965 connecting Wantirna, Bayswater and The Basin to the Dandenong Ranges at Sassafras.

The origins of the route came about with the establishment of a track in 1854 from Burwood Highway to Bayswater and beyond. Not only serving the local settlers, it also provided a route for loggers harvesting the forests of the nearby ranges. The arc-like alignment of Mountain Highway can be attributed to the road following Dandenong Creek. [1]

The road was formally declared a ‘Main Road’ on 26 February 1941 [2] by the Country Roads Board. Though the road was never declared a ‘State Highway’, the name ‘Mountain Highway’ was adopted in 1933 [1] and has been used ever since (as the local name appearing on signage). Wantirna – Sassafras Road is the road’s declared name which is used for administrative purposes.

Mountain Highway between Burwood Highway and Dorset Road was progressively duplicated between 1988 and 1995, the last section completed between Bayswater Road and Dorset Road in 1995. It should be noted small sections around Wantirna Junction and Bayswater Road were already duplicated prior to these works.

In 2008, the 'seagull' designed intersection with Burwood Highway was rebuilt as a standard T junction as part of works associated with EastLink.
