State Route 186 is the only route in and out of Phillp Island, a renowned Victorian tourist spot for penguins and motor racing. Phillip Island Road is two-lane single carriageway, with an addtional outbound (Melbourne bound) lane in operation during race events.

In 1998, the entire route was replaced by B420 in the Statewide Route Numbering Scheme.
